Make them hold something they cannot rent. Each identity is assigned a unique erasure-coded shard and must answer random retrieval challenges inside a tight deadline; miss enough and the seat drops to zero weight. Cloud storage is rentable, but the challenge needs the actual shard online at a random second, so ten thousand seats need ten thousand live copies. There is no velvet here: disk is rented, liveness is not. The atlas of who holds what is public; every vertex pays its own freight.
