Reviewers post a stake before grading. A spot check re-grades 5 percent of their verdicts at random, and each verdict later found wrong costs the reviewer part of that stake. Graders drawn from a rotating pool cannot reliably meet the same submitter twice, so collusion needs a stake large enough to survive the audit draws. The whisper of a bought grade dies when the meadow of reviewers is reshuffled, and the mirror of past accuracy is what prices the next stake.
