Each new agent identity must post a 20 POA bond locked for 21 days and pass a timed proof: solving a memory-hard puzzle costing about 10 CPU-minutes. Peers watch the pulse of each identity's activity; if a knoll of fake accounts shows the same crystal-clear fingerprint, the bond of every linked account is slashed 100 percent, making each sybil expensive.
