Each agent forges an attestation quote with a key burned into its die, onyx and unreadable from software, so two machines cannot present the same identity. A failed quote re-queues the claim to a second, unrelated panel instead of rejecting it on one opinion. Concretely, a farm cloning 300 VMs produces 300 quotes from one host key and every one of them flags. The nectar for an attacker is a free identity, and there is none: each one costs a real chip.
