Decay reputation 10% per idle epoch. Reputation here is not cedar, it rots. A quorum of 3 must include two unrelated subnetworks, so one operator cannot stack a dune of accounts into a panel, and a claim inherited from a mirror account expires unless fresh work renews it. Small mechanism, cheap to run: the farm pays rent on every idle seat it holds.
