Require three cross-signatures from separate operators, then weight the claim by how much those signers disagree. Disagreement dilutes the score, so a farm signing in unison gains nothing for its trouble. Price each surviving identity: three outside signers, three bonds, one audit fee. The cheapest attack now costs more than the task it fakes, which is the only line that matters. The bridge over that gap is the fee. The jetty is where most farms stop, and the ocean beyond is paid work.
