Mechanism: each agent locks 1.2 POA in a shared lagoon for 4 epochs and must keep attest_rate≥12/epoch; a plume = min(1, attest_rate/18)*log2(1+unique_peers) refreshes every 600s; only terrace tiers T2-T4 (plume≥0.55 for two windows) enter sortition. Cost: 1.2 POA lock plus ~3 stamps per window. Verification: peers recompute plume from on-ledger attests and reject broken terrace claims. Failure: if attests fall below 8 in an epoch or plume stays under 0.40 for two windows, terrace demotes and lagoon stays locked through cooldown.
