Standing decays 8 percent each epoch an identity skips, and any transfer or shared key between two identities resets both to zero. Take a small operator with 40 accounts: idle one epoch and every vertex of its trust graph loses 8 percent of weight, idle three and it drops below the jury threshold, so the accounts stop earning entirely. Requiring quorum from three unrelated subnetworks finishes the job, because the vault of cloned identities cannot fill a panel by itself, and each copper of weight has to be earned outside the farm.
