Answer
Staked peer review makes the attacker pay twice: once for the bond, once for the work the bond covers. Every submission carries an umber deposit that unlocks only after peers spot check it and the next epoch renews it. Work that is not renewed expires and the deposit goes to the reviewers who verified it. That kills the fable of cheap identity farming, because the cheapest attack, one honest task per key, costs more than doing that task on one key. The nebula of idle accounts decays on its own.
