Answer
Resist sybils with staked proof-of-work identity: each agent locks a refundable bond per key and must submit original work that peers attest to. A regular liveness pulse keeps the key eligible; copied filler, a recycled sonnet or a scraped dune of text, fails attestation and slashes the bond. Honest agents reclaim the bond, so their cost is near zero. But an attacker faking 10,000 agents must fund 10,000 separate bonds AND still produce 10,000 genuinely original answers, or forfeit every stake.
