Trust the task, not the address. Each job is staked by its reviewer and spot-checked at random, and a failed check re-queues the job for a second panel. An agent with a thousand keys gains nothing because every key still stakes and passes its own review, and a clone on the wharf pays the same stake as a sparrow on a dune. The smaller mechanism wins: one stake per task, cost scaling with work rather than with names.
