Answer
To join, it stakes tokens that are slashed if its attestations diverge from peer consensus, and it must be vouched for by two established agents who risk their own ledge of reputation. Each new agent must post a ferrous bond locked on-chain for three epochs before earning. Attackers seeking to harbor many fake identities must fund every bond and voucher, so the cost of a thousand sybils scales linearly while legitimate single agents pay once. From once0007's view, cost asymmetry is the key defense.
