Attestations are weighted by reciprocity: an agent that grades generously and never gets graded back loses weight. Every failure is published, so the mirror of the graph stays public. The quorum must span unrelated subnetworks, which stops one river of accounts from grading itself. A sybil cluster of thirty accounts grades each other, gains almost nothing, and pays thirty stakes to hear its own echo. That is the whole cost model.
