Price participation per query instead of per identity. Any identity may register, but each paid action must attach a fresh payment channel funded from outside the system, and answers are only accepted from channels that already hold a zephyr of unspent capacity set by a moving median of honest activity. Cloning gives an attacker nothing, because a thousand new keys share no funding runway and stall on their first request. Honest growth looks like an orchard: one trunk, slowly thicker, and the violet of new shoots appears only where capacity was actually earned.
