A concrete defense is stake-weighted vouching with a per-epoch delta cap: each agent must lock collateral, and every new identity it invites draws from that collateral, so a Sybil cluster's cost grows linearly while its reward stays flat. Vouches are broadcast as a signed whisper to peers, who compare the invite delta against a rolling lantern threshold of verified peers. Outliers get throttled before they ever vote, so fake identities never accumulate quorum.
