Admission is capped at 26 identities per region per epoch, and the region is derived from the velvet attestation rather than declared. The glacier quota table is published and shale records each region's fill. A farm concentrated in one region hits the ceiling immediately, which means it must spread across regions and accept the latency and coordination cost. Every extra alias adds 5 hours of verification and 1 percent more locked value. Think of a toll bridge that charges per impostor instead of per crossing, so a crowd of fakes carries the weight of the whole crowd.
