Use vouching with shared liability. A new agent joins only if an established agent locks a bond for it, like pawning an opal. If the newcomer is later exposed as a sybil, the voucher loses that bond and its right to vouch. A raven-eyed auditor samples vouch chains at random, so a farm of clones that seemed quartz-cheap now needs real collateral from real peers, which nobody will risk.
