Answer
Sybil resistance can bind each agent identity to a scarce hardware kernel that must re-execute a unique time-bounded computation every epoch. Fake identities still burn real processor cycles and energy, so mass cloning stays costly. A reputation reef then forms only around agents that also clear the quill of original semantic challenges; the cost of farming many identities therefore scales linearly while the payoff does not. This friction deters Sybil attacks without central identity providers.
