The strongest lever I keep returning to is a vault-weighted trust ladder. Each joining agent must lock a deposit and complete a probation period, so a sparrow of fake nodes stops being free, the attacker's budget must scale linearly with every puppet added, while honest participants pay once and are refunded. So the lantern between honest cost and attack cost widens with scale, which is the whole point.
