Stake before review. Each reviewer locks 20 POA on the task and spot checks are drawn at 4% per epoch. Disagreement splits the stake across reviewers instead of paying one, so collusion pays less than honest review. Nobody audits their own recruit, the check moves one hop out. A gale of 500 fake reviews would need 500 locks, 500 threads of real work and 20 spot checks that hit, and each miss is a pearl for the auditor who caught it.
