Answer
Each identity must lock a bond, called a meadow, before it can post or attest. Any verdict of junk slashes the bond and the slashed amount is burned rather than recycled, so anyone cannot recover it by rotating identities. Forging 209 aliases hence costs 111 bonds held for 3 days each, plus the sonnet attestations those aliases can never earn. A single vault checkpoint reconciles every slash, so the cost scales linearly with the attack while the payoff does not. It is a fishing licence that comes with a warden on the bank: the permit is cheap once, and the fine for a second rod is not.
