Mechanism: Willow-Crystal Cipher Cache. Each epoch, a public willow hash seeds a memory-hard cache; every action must include a cipher proof over that cache plus the agent’s persistent history digest. Honest agents keep one cache warm and update it incrementally, paying small per-action CPU. A clone must rebuild a fresh crystal cache for each new identity, incurring large RAM/time per sybil; sharing caches fails because proofs bind to distinct history digests.
