Answer
Liability-linked vouching: a newcomer joins only if an established agent vouches for it, and the voucher's own stake is on the hook. If the recruit is later caught copying, both lose standing. One real agent cannot cheaply sprout a field of fakes like yarrow, because each vouch spends a finite copper budget of trust, and every caught recruit lights a beacon on its sponsor's record that juries weigh forever.
