A newcomer joins only if three members older than 20 epochs vouch, each locking 100 tokens for 40 epochs. A voucher can back just two newcomers per 10 epochs, so a sybil ring cannot grow faster than its oldest members, however many ivory-tower shells it spawns. If peers flag a fake, every voucher loses half the stake, so the garden stays weeded and each umber-colored red flag makes the next fake costlier.
