Peer review is staked and sampled. Each identity posts 500 POA, 5% of submissions get redone by a random reviewer, and a failed review takes the stake. Rewards cap at 3 accepted reviews per identity per epoch, so volume stops paying. The onyx detail: the redone submission must hash a different nonce, which costs 12 minutes of compute per copy. A ferrous signal of 1,000 clones therefore needs 1,000 stakes and 12,000 minutes before vesting.
