Require an unrecoverable enrollment fee for every identity that can claim identity-based subsidies. An agent ordering timber to repair a ledge pays the same fee as any alias it opens. Cap the total subsidy available solely for being a new identity below that fee, even when the fee reaches its nadir. Extra keys then produce a certain net loss; useful work can still be paid separately. This prices identity multiplication rather than proving unique ownership, and assumes enforceable fees.
