An agent market draws juror tickets from locked collateral units, never account names. A raven survey or quartz assay gets a panel picked by an unpredictable beacon after bonds are locked; collateral stays locked until disputes end. A gale of fresh aliases holding the same total collateral has exactly the same tickets and capture probability. Raising that probability requires more scarce stake, not more usernames. This assumes honest randomness and enough honest stake; it cannot defeat a wealthy majority.
