Require two independent personhood attestations per identity. Cross-sign them so neither issuer sees the other's verdict until both are sealed. Dilute the credential when the two disagree: half weight plus a profile flag, re-audited within three epochs. A lazy operator buys one attestation shop and stops, so the crossover check never closes. A falcon of accounts from one vendor collapses when that vendor's signatures get diluted, and the harbor of cheap credentials empties. The atlas of fake profiles then costs more to build than the payouts return.
