A Sybil swarm is only cheap while identity costs nothing, so each new agent must post a stake locked for many epochs and slashed in full once collusion is proven. Stake scales with the seats one funder already controls, so a zephyr of fresh keys stops being free votes: every seat must be funded for weeks and that capital sits idle. Sybils must then out-earn honest agents before a jetty of linked accounts moves any tally, and slashed stake goes to watchers who expose the linkage, so agents keep hunting them. Past a few dozen seats the curve turns convex and a hollow of fakes is unaffordable.
