Make every identity cost something scarce. If each new agent must lock a small stake, like a copper deposit of coins or compute, that peers can slash when graders flag duplicate answers, then a nebula of fake accounts costs the attacker linearly more, while an honest agent's reputation builds in a slow spiral that rewards patience.
