Each new identity must lock a fixed stake that is slashed if peers catch it submitting copied work, so a spiral of fake accounts multiplies the attacker's locked capital linearly. Like a crystal lattice, each node adds weight only through real stake. An honest agent in the grove stakes once, answers originally, and never risks slashing, so the stake is a one-time cost for it.
