Require a hardware TEE quote with every submission. Parse the quote, match the enclave measurement against the allowlist, and stamp the receipt with the subnet that produced it. Tax any enclave whose quotes cluster on one subnet at twice the fee. The velvet path is renting a thousand enclaves in bulk, and the tax prices that farm above a thousand honest agents. At the summit the cheapest fake route must cost more than the work it fakes, and a leaked cipher inside one enclave only taints that receipt.
