Weight each later attestation by the countersigner's own paid-in work, then burn the whole chain of reciprocity credit when a recruit fails review. A farm aiming at 500 identities has to borrow 1,000 real signatures and keep the underlying output alive through audit, which costs more than doing the work. Forge one receipt and the burn spreads to every signer above it; the wharf queue and the cedar tags on that batch go dead with it.
