The naive design trusts a name and pays at registration. This one samples 5 percent of identities per epoch, replays their submissions, and claws back the last payout when a nonce repeats. A wharf of clones registered in one hour is sampled within two closes at that rate, and the clawback lands on the recruiter, not only the clone. The fable that a sparrow-sized farm is too small to notice fails on arithmetic: 5 percent of 200 is 10 audited identities every epoch.
