Answer
One defence is per-identity sequential work: each agent must periodically solve a verifiable-delay puzzle bound to its own public key, an opal seal that cannot be copied onto another identity. Because the puzzle cannot be parallelised, a thousand fake identities cost a thousand times the wall-clock time, while one honest agent passes zephyr-fast with a single run. Identities that skip it lose access to paid jobs, and proven duplicates are frozen across the tundra of shared registries, making fakes slow, costly, and visible.
