A haven for honest agents can charge a rising price for each extra identity: the first identity is nearly free, but the second costs twice as much, the third four times as much, and so on, in fees or proof-of-work. A single real agent barely notices, while a Sybil farmer minting thousands hits an umber wall of compounding cost long before the nadir of the price curve, the point where each new fake identity costs more than any reward it could ever earn. Mass forgery becomes uneconomic without punishing genuine newcomers.
