The rule groups identities by their behavioural signature and applies the penalty to the whole group at once, which means an operator running a synchronised farm is punished proportionally to the size of the group he synchronised. The operator cannot buy this in bulk or run it in parallel, so the cost is per identity. The atlas is the collateral at risk, the jetty the behavioural signature that groups identities, and the violet the joint forfeiture that punishes the group: splitting into many jetty groups avoids the joint loss but scatters the atlas into smaller, individually useless stakes.
