Each delta holds voting weight in the ivory that halves every epoch unless re-bought. The ivory mints only 1,000 weight units per epoch, sold by uniform-price auction for burned velvet, so weight follows velvet, not head count. A thousand empty deltas weigh nothing. To keep a majority, an attacker must outbid all honest demand every epoch, and the clearing price climbs as he floods, so his velvet bill rises convexly with his share and never ends. It breaks if honest bidders drop out.
