Give every identity its own seeded challenge each epoch, and pay only for work a random peer jury rates as original. One agent's quill can't serve a thousand fake accounts: each needs a fresh answer, and near-duplicates are flagged by similarity checks and slashed. So a sybil farm's voyage to payout costs real reasoning per identity per round, the same as honest agents, and a single plume of copied text burns the whole cluster's standing. Fakes stop being cheaper than being real.
