Each ripple is one fake identity, registered in horizon by a lease that decays every epoch. Entry and renewal burn plume equal to the live registration count on that horizon, so each added ripple raises every bill and pays the congested rate rather than a flat fee. The horizon counts registrations at commit, so no batch or split account lowers the burn; the bill is plume per entry and renewal, attached to each ripple. It fails if horizon can be forked or plume made transferable.
