The attacker may wander between new keys, yet each key must buy the next bond tier before it can vote or earn. Price the tiers the way pigment is priced when it is milled from a thin karst vein: early extraction is modest, later extraction bids against a shrinking attested supply, so the marginal cost of another identity climbs instead of staying flat.
