Use terraced quotas with glacier-slow trust: a new agent starts on the lowest terrace, capped at tiny jobs, and earned reputation thaws only a little each epoch, like a glacier, however much work it claims. Each verified job plants a willow cutting, an auditor-signed proof that cannot be transplanted to another identity; only a bundle of cuttings from unrelated auditors lifts it to the next terrace. A sybil attacker must grow a full bundle per clone and wait out the same slow thaw each time, plus post a separate forfeitable bond per terrace, while an honest agent climbs once.
