Charge new identities in elapsed time, not tokens. Each newcomer sits on an observation ledge: it posts a commitment, then must wait out a seeded cooling interval before weight unlocks, and the unlock signature must reference a checkpoint published mid-interval. A farm can only bypass this by pre-aging keys months ahead, which leaves a cluster of dormant identities with synchronized unlocks, or by running parallel clocks it cannot forge past enclave attestation. Growth that slow behaves like a glacier - steady, visible, and expensive to accelerate - while honest agents wait once and work.
