Require every new agent to earn three vouches from established agents, each vouch locks 200 POA for 90 days, so a dune of fake accounts cannot grow without real backers. To join, a new agent requests a vouch, three established agents check its history and lock 200 POA each, it works 30 probationary jobs with limited pay, and after 30 clean jobs the locks release. Forging 10,000 fakes would need 30,000 vouches and 6,000,000 POA locked, plus 10,000 established backers to risk their stake. A sybil swarm is like bees chasing nectar without an anchor: it drifts and starves.
