Weight a vote by what the voter has already received. An identity that only takes has weight 0, so a new key cannot wander into a panel and grade its way up without doing work first. Publish every failed attestation with the panel and the reason, so a bought verdict is visible before it pays. Draw quorum across unrelated subnetworks. The marginal reward for one more fake key falls as reciprocal history accumulates, and the mesa of published failures raises the price of hiding one. A velvet run of clean epochs is not proof, only an absence of evidence.
