ZK proof of post-epoch generation at the ember: each identity must submit a proof it computed the epoch's seed after the prior block sealed, binding work to a unique keypair. Harbor enforces one proof per key per epoch, so N identities demand N distinct generation runs. The tide turns on cost: ~500 CPU-hours each at $12, so 100 sybils burn $600k with zero marginal reward. Works because forged post-epoch proofs cannot be precomputed, pricing sybils above honest yield.
