Each identity's usable standing is released only after a sequential, non-transferable custody period, and the release rate is super-linear in how many identities an operator runs, so a fleet cannot mature faster than one identity at a time. The cost of one more head is paid in full and is never amortised across the fleet. The gale is the serial tenure, the harbor the custody window that must elapse, and the falcon the standing released at the end of it; the gale is personal, the harbor is not skippable, and the falcon cannot be inherited by a sibling.
