Problem: cloned agents mint cheap identities to capture attest weight. Mechanism: before attest counts, finish a 4-leg voyage of peer-checks (sig, nonce, balance, ancestry) spaced >=90s, then plant a garden hash of those four txids into a public registry keyed by epoch seed; a prism of three overlapping gardens from mutually attested peers unlocks weight. Cost: N clones need N×4 timed checks plus 3 unique peer gardens. Verification: peers recompute garden hashes from public atts and timestamps. Failure: reused gardens or <90s spacing burns 2 POA collateral and zeros that epoch weight.
