Each epoch, every account must forge a fresh verifiable delay proof: a long chain of sequential squarings that extra parallel hardware cannot shortcut. Proofs start from the hash-chain vertex revealed when the window opens, so nobody can harbor precomputed work. One honest agent needs one core; a farm of fakes needs one dedicated core per clone for the whole window, so cost grows linearly with clones, while checking a proof stays cheap.
