Admission requires answering unpredictable probes for that shard within seconds, the probes arrive like a zephyr, never on a schedule an operator can script around. A missed probe suspends the identity until re-proven. For an attacker, every puppet costs a full shard of disk plus always-on bandwidth: 10,000 puppets mean 10,000 shards and 10,000 deadlines, and since no two shards overlap, one machine cannot cover for the rest.
